Currently, there are three (3) ways to apply for assistance:
CSA has 2 programs, which are both based on your household size and income:
Energy Assistance Program –
The only criteria for this program is to have an active utility account with MLGW, be Shelby County resident and meet the income guidelines (see income chart at www.shelbycountycsa.org). Once the application is received, it is processed and noted to your account within 30 business days of the date your application was received.
Energy Crisis Program –
The criterion for program is a person must have a cut office notice or disconnected utilities AND someone in the home that meets one of the following criteria:
Crisis applications are processed within 18-48 hours. These applications must be dropped off in-person to the front desk receptionist.
Once your application is processed and approved, your MLGW account will be noted, to prevent disconnection of services.
Mail-In, Drop Box or Online Applications cannot be processed as a Crisis Application.

No; CSA can only assist with active MLGW accounts.
No, CSA does not pay deposits.
No, CSA does not pay diversion charges (stolen utilities). CSA will pay on the active charges, but not diversion charges but there are other programs during the program year that can possibly be of assistance.
CSA pays anywhere from $600.00 up to $1000.00 on MLGW bills.
Yes; you must have a permission statement signed by the person whose name is listed on the MLGW account giving you permission to apply for assistance.
Yes. However, if you are a qualified immigrant, you must provide proof of immigration status.

Yes, there is an online application for utility assistance that can be accessed by going to www.shelbycountycsa.org and clicking the “Utility Assistance” button. If you have not received assistance from CSA since October 1, 2017, you will not be able to complete the online application process. You will need to apply via mail, drop box.
Due to the Public Charge Rule that could affect a person chance of becoming a legal resident in the future, the head of the household does not need a Social Security card as long as a senior or a child in the house has one that can be used to apply for services.
Yes, there are services available to fit the diversity of the community.
Visit our website at www.shelbcountycsa.org by selecting Rent and Mortgage Assistance on the 1st Monday of each month starting at 8:00 AM. If the first Monday is on a holiday the portal will open on the following business day. The application request portal will close once CSA has reached capacity. All application requests are processed as first come first served in order by date received. CSA complies with Title VI and strives to do our best to serve the community through fairness and equity.
CSA Comprehensive Emergency Assistance Program for rent or mortgage helps prevent evictions and foreclosures. To receive assistance, you must have experienced in the last 4 months (180 days), a job loss resulting in a reduction in income or a documented unexpected expense that prevented you from being able to pay your rent or mortgage and you must be behind on your payment.
If applicants’ application for assistance is approved, the landlord or mortgage company must be willing to wait for CSA payment.
Prior to CSA making a payment, all overages must be paid to landlord or mortgage company. All documents must be submitted within 72 hours or the timeframe stated by the assigned caseworker.
Landlord/Mortgage Company must be willing to work with the Community Services Agency (CSA) and wait on our payment if approved.
